Therefore be it resolved that Great Lakes United (GLU) urge that existing authorities be exercised to delineate complementary policies for the Great Lakes and St. Lawrence River bottomlands that: As a first priority, identify and map areas that should be protected from any significant lakebed alternations, and designate them for legal protection. Prohibit uses of lakebed that are not water-dependent. Identify locations for sitting of projects in areas that can tolerate such disturbances. Prevent degradation of aquatic habitat for fish and other aquatic organisms, water-dependent
birds, and other wildlife from proposed uses. Require a demonstration of clear and substantial public benefit, including but not limited to environmental benefit—including the reduction of electric generation from coal-fired power
plants or nuclear waste generating–facilities—before authorizing such uses. Require the assessment of alternatives to bottomland-use proposals.

Therefore be it resolved that Great Lakes United call on the federal Minister of the Environment to realize the overwhelming public concern about a project that can inflict unmentionable harm on our children and future generations and, Be it further resolved that Great Lakes United opposes the planned construction of this Deep Geologic Repository and demands that the federal Minister of the Environment have this first-of-its-kind project brought before an Independent Panel for an in-depth Review with full public participation, under the provisions of the Canadian Environmental Assessment Act.

THEREFORE BE IT RESOLVED that Great Lakes United recommend to Governor Granholm that
Michigan enact policies to discourage the paving of Michigan highways with aggregate sourced from environmentally sensitive and ecologically significant areas, such as the shores of Lake Superior.

Therefore be it resolved that Great Lakes United urges the United States and Canadian governments to collaboratively adopt the key principles outlined in the Louisville Charter as an important step for chemicals policy in North America to protect the health of our communities and the environment.

Therefore be it resolved that Great Lakes United calls on the governors and premiers of the Great Lakes basin to rapidly conclude their negotiations for an agreement pursuant to the principles of the Great Lakes Charter Annex (Annex 2001) and agree to a common system across the basin portion of all eight states and two provinces for managing human withdrawal and use of basin waters such that the basin ecosystem is protected, improved, and restored.

Therefore be it resolved that Great Lakes United endorse the principles behind the original proposal for Registration, Evaluation and Authorisation of Chemicals (REACH) legislation in Europe and Be it further resolved that Great Lakes United endorse and advocate the need for the similar legislation in Canada and the United States.

Therefore be it resolved that Great Lakes United urges the U.S. Senate and House of Representatives to disapprove DOE's attempts to declassify HLRW as "waste incidental to reprocessing" and abandon it on-site and Be it also resolved that Great Lakes United supports the exhumation and containment of the West Valley nuclear waste.

Therefore be it resolved that Great Lakes United urges Congress to require full Canadian participation in the design and implementation of the Supplement Report as a condition of further funding, and Be it further resolved that Great Lakes United urges Congress to require the Corps to work with other federal agencies and the Canadian government to agree on binational goals and objectives of the Supplement Report, including the following: To assess cumulative environmental damage and socioeconomic losses related to past commercial navigation system construction and operation, and To assess the engineering needs, economic benefits, and environmental and socioeconomic costs, both indirect and cumulative, associated with maintaining the current commercial navigation system, and. To examine the national and regional socioeconomic justification and environmental consequences of continuing foreign commercial shipping through the Great Lakes ecosystem.

Be it therefore resolved that Great Lakes United calls on the International Joint Commission to strongly recommend that the Parties: legislate a ban on the restart of laid-up nuclear reactors and on new nuclear power projects, and require nuclear plant owners and operators to immediately stop placing radioactive spent fuel containers at the shores of the Great Lakes, and Be it further resolved that Great Lakes United calls on the International Joint Commission to strongly recommend to the Parties power generated from nuclear and fossil-fueled stations be replaced by mandated energy conservation and renewable energy generation at an accelerated pace.

Therefore be it resolved that Great Lakes United opposes the trading of any mercury emissions and reaffirms its support for the virtual elimination of the human use, generation and release of mercury to the environment.
